Federal Mediation and Conciliation Service(FMCS)

independent government agency charged with representing the public interest in labor-management disputes that affect interstate commerce. The FMCS seeks to prevent or minimize work stoppages by assisting labor and management to settle their disputes through mediation. It has no law-enforcement authority but rather offers its expertise, facilities, and services to help ensure effective collective bargaining, mediation, and voluntary arbitration.
